Assistant Counsel to the Academy/Special Victim Advisor

Ms. Samantha Goodwin

Samantha Goodwin, a member of the Maritime Administration’s Office of Chief Counsel, serves a combined role of Assistant Counsel to the Academy and Special Victim Advisor (SVA).  In addition to providing legal advice to the Academy’s administrators on various issues, she is also a resource for Midshipmen, faculty, and staff who have questions about the processes involved in reporting and handling cases of sexual assault, sexual or gender-based harassment, relationship violence, stalking, or retaliation.

Before joining the Academy, Ms. Goodwin was an active duty Air Force Judge Advocate stationed at Joint Base Elmendorf-Richardson (JBER) in Alaska.  She provided legal advice to Air Force commanders on military justice and other disciplinary issues and to the larger base community on wills and estates, family law, consumer protection, and policy and ethics compliance.  During this time, she served as a prosecutor on multiple courts-martial for cases of drug use and distribution, domestic violence, and sexual assault.  Ms. Goodwin was later assigned as a Special Victims’ Counsel (SVC).  As an SVC, she served as counsel to victims of sexual assault and domestic violence who were located at multiple military bases around the world and as a resource to the JBER community for questions about sexual assault and domestic violence.

Ms. Goodwin is admitted to practice law in Missouri and in the United States Court of Appeals for the Armed Forces.  She graduated from Saint Louis University School of Law, where she was Notes and Comments Editor of the Public Law Review and a member of the National Moot Court Competition team.  Ms. Goodwin has also earned a Master of Science degree in Visual Anthropology from the University of Oxford and a Bachelor of Arts degree in Social Anthropology from Harvard University.  Prior to earning her law degree, Ms. Goodwin taught Anthropology courses at McKendree University and was a research analyst at several consumer research firms.
