SUPERINTENDENT'S INSTRUCTION 99-11
SUBJECT: MIDSHIPMEN TRAVEL PROGRAM
This instruction describes the policy regarding authorized travel
for reporting to the Academy, Sea Year, Other Midshipmen Travel
including Medical Leave of Absence, Resignation/Separation and
Graduation. This policy is based on Federal Travel Regulations (FTR)
and internal Academy procedural requirements.
INCOMING TRAVEL
Plebe candidates reporting to the academy for Indoctrination are
entitled to transportation from their Legal Home of Record, in the
Continental United States or its territories, or duty station directly
to the Academy. No reimbursement is authorized for per diem or
incidental costs. Candidates must contact the Traffic Management
Center (Name and telephone provided on orders) for Government Rate
Airfare tickets, if applicable. If other arrangements are made,
reimbursement will be at the Government Rate or the fare paid,
whichever is least costly to the Government. Reimbursement for mileage
will be paid at the current Government rate.
Candidates appointed to the Naval Academy Preparatory School (NAPS)
in Newport, Rhode Island are entitled to transportation from their
Legal Home of Record directly to Kings Point and then on to Naps. Naps
Candidates must contact the Traffic Management Center for Government
Rate Airfare tickets, if applicable. Upon completion or termination of
the Naps Program they are entitled to transportation back to their
Legal Home of Record. Upon appointment to USMMA, NAPS Graduates will
be entitled to transportation to the Academy from their Legal Home of
Record.
Candidates who return to the Academy with Advanced Standing are
also entitled to transportation to the Academy from their Legal Home
of Record
SEA YEAR TRAVEL
- Travel reimbursement is authorized for travel from the Academy
directly to the first ship, any authorized interport travel between
ships, and from the last ship directly back to the Academy.
Sea Year Receipts - Midshipmen must maintain a chronological list
of travel expenses and all receipts, copies must be mailed to the ATR
for approval prior to returning to the Academy from Sea Year. The ATR
will review and approve the documentation and forward to the Academy
Travel Office for reimbursement. Upon return to Academy, Midshipmen
will be called by the Transportation Assistant to reconcile their
travel vouchers. (Note: The maximum reimbursement for a taxi or limo
without a receipt is $20.00.)
In cases where a travel payment is received from the Shipping
Company and the amount is less than the Government rate the Academy
will reimburse the difference.
Navy Orders - Midshipmen assigned to Navy Vessels for Sea Year
Assignments will be entitled to applicable transportation expenses.
Midshipmen will also be entitled to Ashore General Mess and will
receive meals at the basic rate without surcharge. REF: NAVSUP 486,

Internship - Internship travel expenses relating to the Second Sea
Year associated with Mid-Term Breaks may be authorized
Electronic Tickets - Electronic tickets will be available to
Midshipmen during Sea Year for Official Travel. If the ATR or the
Transportation Assistant is not available (weekends or after 1630 EST)
at the time the Midshipman is discharged from a vessel, other travel
arrangements may be made through the airlines or a Government approved
Travel Agency, reimbursement will be made for the cost of commercial
transportation between authorized points.
OTHER MIDSHIPMEN TRAVEL
Such travel includes Medical Leave and other miscellaneous travel
during the Academic year. Midshipmen are treated as federal employees
for official travel purposes and are entitled to travel and
subsistence expenses, consistent with Federal Travel Regulations (FTR's).
Travel Authorizations are required and must be approved prior to
travel. Receipts are required for all transportation, hotel, and
registration reimbursements.
RESIGNATION/RELEASE TRAVEL
Midshipmen who are separated from the Academy are entitled to
transportation from the Academy directly to their Legal Home of Record
in the Continental United States or its territories. No reimbursement
is authorized for per diem. If separation occurs during Sea Year,
transportation entitlement will be from the point of detachment from
the vessel directly to a Midshipman's Legal Home of Record in the
Continental United States or its territories.
GRADUATION TRAVEL
Midshipmen are entitled to transportation from the Academy directly
to their Legal Home of Record in the Continental United States or its
territories upon graduation. Reimbursement may be in the form of
Government Rate Airfare tickets or the equivalent dollar value.
(International Students will be issued tickets only). No reimbursement
is authorized for per diem.
Legal Home of Record - Legal Home of Record is defined as the place
where one (or one's parents) votes, pay taxes, etc.
Active Duty Assignments - Graduates going on Active Duty in the
Military Services immediately following Graduation (day of graduation
or day after) will be reimbursed by the Department of Defense for
travel expenses from the Academy to their Official Duty Station.
