Outreach and Other News
GMATS designated a National Maritime Enhancement Institute by
Maritime Administrator
Captain William G. Schubert has designated the Global Maritime and
Transportation School (GMATS) as a National Maritime Enhancement Institute
(NMEI). The NMEI program was created to recognize and encourage non-profit
institutions with focused research and educational programs contributing
to advancement and innovation in the maritime industry.
GMATS named an official training site for MARAD
employees
The Maritime Administrator has named the Global Maritime and
Transportation School (GMATS) as an official training site for their
employees. GMATS is currently providing an Introduction to the
Maritime Industry course for their administrative staff.
Nautical Science and Military Affairs
Division
Staff member attended MERPAC meeting at MITAGS
The working group for Utilizing Military Sea Service/Training for
Merchant Marine Licenses focused on the integration of STCW in the
training of officers and enlisted personnel. Task Force EXCEL was
also covered as it pertained to the engineering rates.
Meeting with U.S. Coast Guard National Maritime Center
Staff members met with the National Maritime Center to develop training
standards for STCW and license renewal in the event of a national
emergency in which licensing of mariners needs to be expedited.
Staff member attended SOCP conference at Maine Maritime
Academy
Staff member participated in working group for Military Equivalencies.
The focus of the group was to advise the Navy in its efforts under Task
Force EXCEL to incorporate marine industry standards in the training of
enlisted personnel. A secondary focus was to create a transition
plan for enlisted personnel leaving the military today.
Development of Emergency STCW course
At the request of the Maritime Administrator, staff members developed
an abbreviated STCW course to be given only in the event of national
emergency in which licensing and certification of mariners with inactive
licenses needs to be expedited.
Division to offer Crowd/Crisis Management Courses
NSMA will be offering a Coast Guard approved 8-hour Crisis Management &
Human Behavior course along with a certified 4-hour Crowd Management &
Passenger Safety course. The intent is to offer these courses
immediately following our 3-day Bridge Resource Management course in order
to provide a full week of training for Reservists on AT.
New Rate Training class for SH rating to be offered
As a result of the Navy's update of rate training advancement exams,
NSMA is offering a new SH Rate Training course. Previously, the only
option for SH's was to take the SK Rate Training course. This course
will allow GMATS to offer a more focused curriculum for Ship Servicemen.
Computer Networking course under development for ITs &
civilians
At the request of many former IT students, we have begun development of
a computer networking course. In the spirit of Task Force EXCEL,
this course shall be geared towards preparation for industry
certification, benefiting one's Navy career as well as improving
marketability in the civilian sector.
Marine Engineering Division
New Staff
Dan Gavigan and Saverio Grosso left the engineering division for other
jobs this year. Josh Dery (KP 01) joined the staff August 26th as
the new Engineering Program Manager.
QMED FOWT USCG Approval
Aside from having the only QMED course that is USCG and STCW approved
in the country, the USCG has granted GMATS approval to certify QMEDS that
have successfully passed both written and practical exams.
Meetings with Maritime Administrator about RRF
GMATS staff went to Washington DC in mid-September to meet with the
Maritime Administrator and his staff to talk about training MMIRRG Officers
on Ship Activations. Some details need to be worked on before this
can occur.
Steam Course for Power Company
GMATS was asked to develop a proposal on training 30 power plant personnel over 18
days. Topics are primarily on Steam subjects.
International Project
USMMA GMATS was asked to develop a proposal for developing 100 courses for 6
maritime schools in Indonesia as well as running a train the trainer
course for 34 of the schools instructors covering 82 weeks.
Development of Emergency Expired License Renewal Course
USMMA GMATS is working on developing 2 new courses for the USCG for
license renewal.

Personnel Transformation
The Transportation, Logistics and Management Division has undergone a
tremendous change in personnel within the past six months. Mr. Brian
Holden left the division when called to Active Duty Status in the United
States Naval Reserve last year, and Mr. Timothy Adams left to pursue
further employment in the industry. We are pleased to report that
the new TLM Team has been very successful under the direction of Division
Manager Mr. George Koons (Kings Point '71). Our new Program
Managers, Angela Bobrowski (SUNY Maritime '97) and Kawika Lucas (Kings
Point '99) joined the staff on June 3rd and August 5th respectively.
Administrative Assistant Danielle C. Joseph joined the team on August

and leadership programs
GMATS has traditionally hosted conferences and leadership programs for
industry professionals and government officials/representatives. The
Transportation, Logistics and Management Division has assumed
responsibility for the organization of these events as of August 2002.
Division hosts Marine Terminal and Seaport Security
course for NYPD and FDLE
In August, 2002 the New York Police Department and the Florida
Department of Law Enforcement each attended a section of our Marine
Terminal and Seaport Security course. The two separate classes were
tailored to meet the specific needs of each agency. This course will
be offered periodically throughout the 2003 calendar year.
New Maritime Security courses to be offered
The division has developed three maritime security courses to address
the changing needs of the industry. Marine Terminal and Seaport
Security, Shipboard Security and Force Protection, and Crisis Management
in Transportation are all directed to provide security professionals (of
all disciplines) with the requisite skills and knowledge to most
effectively perform their duties in the complex marine environment.
Staff participated in U.S. Maritime Security Expo &
Conference: Jacob Javits Center, NYC
GMATS staff members hosted a booth in conjunction with the Academy
undergraduate program. GMATS provided Maritime Security course
information to all interested parties. The exchange of information
at the conference proved beneficial to all those involved. Security
technology vendors displayed current equipment available for use in the
industry, while educators' and consultants discussed their current
offerings.
Staff member attended Council of Logistics Management
Conference
TLM was represented at the Annual Council of Logistics Management
Conference which was held at the Moscone Convention Center in San
Francisco, California. The conference provides a broader, deeper
vision of the profession, and the opportunity to participate in specific
learning programs and networking activities. The gathering of
industry professionals and educators allowed for an exchange of valuable
information and ideas. The Logistics Educators Conference was of

Staff members attended National Defense Transportation Association Conference
GMATS staff members attended the NDTA's 56th Annual Transportation and
Logistics Forum and Exposition in Greensboro, NC. GMATS also hosted
a booth at the exposition to promote our course offerings and seminars.
For 56 years, this event has attracted top leaders in military, government
and industry transportation organizations.
Staff member attended Conference of University Continuing Education Association
TLM was represented at this year's Annual Conference of the Mid
Atlantic Region of the UCEA held in Atlantic City, NJ. The
conference theme was Risks, Rewards, and Realities: Continuing Educators
Strategies for the Best and Worst of Times. The UCEA assists
institutions of higher learning and affiliated nonprofit organizations to
increase access through a wide array of educational programs and services.
