GMATS Staff Involved in World Trade Center Recovery Efforts

Several GMATS staff members along over 100 midshipmen, faculty, other Academy staff, and civilians voluntarily operated Academy waterfront vessels around the clock for eight days following the September 11th attacks on the World Trade Center. The Kings Point flotilla ferried some 1,500 firefighters, police, and other emergency personnel to lower Manhattan from points in Brooklyn, Staten Island, and New Jersey; transported several tons of food, water and medical supplies to the disaster site; and provided shipboard first aid treatment to injured rescue workers.

CAPT McMahon Assigned as Special Assistant to Transportation Secretary

In late September, the Transportation Secretary, Norman Mineta (a former GMATS Advisory Board member) requested that the Director, Captain Christopher McMahon, report to his office to serve as Special Assistant during the national emergency. The assignment will be for an, as yet, undetermined amount of time. Among other things, Captain McMahon will be responsible for helping to coordinate the activities of the “National Infrastructure Security Committee” (NISC) which was established by the Secretary in late September. The mission of the NISC is to bring together transportation industry and DOT leadership in an effort to enhance intermodal transportation security. Captain McMahon will also continue to serve as Director of GMATS and will be on campus at Kings Point during weekends.

Two Staff Members Mobilized for Active Duty

In support of Operation Noble Eagle, two members of the GMATS staff (who also serve in the Naval Reserve) are scheduled to be involuntarily recalled to active duty service for a period of at least one year. 

GMATS Welcomes Three New Advisory Board Members

Brigadier General Robert T. Dail USA
BG Dail is a U.S. Army Transportation Corps officer who has commanded logistics and transportation units at every level, from company to corps, and has experience in mechanized, airborne, and special operations combat organizations. He is a graduate of the University of Richmond and holds Masters’ degrees from Boston University, National Defense University, and the Army Command and General Staff College. His awards and decorations include the Defense Superior Service Medal, the Legion of Merit, the Bronze Star Medal, the Meritorious Service Medal, the Army Commendation Medal, the Army Achievement Medal, the Ranger Tab, the Master Parachutist Badge, the Australian Parachutist Badge and the Army Staff Identification Badge.

Brigadier General William S. Crupe USAR
BG Crupe is Commanding General of the U.S. Army’s 143rd Transportation Command. His civilian profession is the Director of Finance for CBS Broadcasting International in New York. BG Crupe was commissioned through ROTC in 1968 and is a graduate of the Transportation School Basic and Advance Courses, the Infantry School Airborne Course, the Army Command and General Staff College, the National Defense University and the Army War College. He received a Bachelor's degree in Marketing and Management from the University of Miami, FL, and a Master's degree in Finance from the Columbia University Graduate School of Business. He received advanced certification in Accounting from the New York University Graduate School of Business. His decorations include the Legion of Merit, the Bronze Star with Oak Leaf Cluster, Meritorious Service Medal with Oak Leaf Cluster, Army Commendation Medal with Oak Leaf Cluster, the Army Achievement Medal with four Oak Leaf Clusters, National Defense Service Medal with Service Star, Vietnam Service Medal, Armed Forces Reserve Medal with Silver Hourglass Device, Army Service Ribbon, Republic of Vietnam Campaign Medal with Device, 1960, and Parachutist Badge.

Michael W. Toner
Michael W. Toner became President of Electric Boat on January 17, 2000. Mr. Toner joined Electric Boat in 1965 as a test engineer and progressed through a series of positions with increasing responsibility. In 1975, he was named Manager of Reactor Services, overseeing all nuclear refueling and new construction fueling operations; two years later, he became Manager of Trident Ship's Management, with responsibility for the coordination of Trident submarine construction. In 1979, Mr. Toner was promoted to Assistant General Superintendent of the Pipe Shop, directing the installation of all non-nuclear piping systems. Between 1982 and 1990, he was Director of Facilities Management, with responsibility for the maintenance, repair and construction of Electric Boat's physical plant and equipment. Mr. Toner was appointed Director of Operations in 1990 and Vice President - Operations in 1992, overseeing all production, planning and support activities from construction start to ship's delivery. He was appointed Vice President - Delivery in 1994, with responsibility for all production, delivery and support activities at Electric Boat's facilities in Groton and Windsor, Conn., Quonset Point, R. I., Avenel, N. J., and West Milton, N. Y. He was appointed Vice President - Innovation in 1995, responsible for all engineering and design activity. In 1998, Mr. Toner was promoted to Senior Vice President. A 1965 graduate of New York Maritime College with a B. S. degree in Nuclear Science, Mr. Toner earned an M. S. in Engineering from the University of Connecticut in 1970, and an Executive MBA from the University of New Haven in 1982.

 

Nautical Science and Military Affairs Division

Division Staff Attends Navy Conference in Pensacola, FL

The Division Manager and Senior Associate attended the Curriculum Instructional Services Officer (CISO) Conference in Pensacola. This 3-day Conference was sponsored by Commander, Naval Education and Training (CNET) and focused on Navy schoolhouse operations including: recent developments in computer based training, and manpower and training feedback. Attendance at the conference was particularly useful to GMATS as a CNET Approved Non Traditional Training Site, as it pertains to GMATS’ quest to become the premier training institute for naval reservists.

Division Welcomes New Employee

Ms. Hilary O’Shea has joined the Nautical and Military Affairs Division as the new Course Coordinator. Ms. O’Shea most recently worked as the Administrative Assistant to USMMA’s Academy Training Representative (ATR - East and Gulf Coasts) for the USMMA Shipboard Training and Professional Development Department. Ms. O’Shea will oversee curriculum and instructor scheduling of programs in areas of nautical science, NOAA Basic Officer Training and some naval reserve courses. Welcome aboard!

 

Marine Engineering Division

GMATS Conducts Second Visit to Oil Rig In Conjunction With Upcoming Program

In preparation for the upcoming training programs for Sante Fe International, the second team from GMATS visited a jack-up oil rig off the coast of Nova Scotia at the beginning of September. The purpose of this trip was to learn about rig operations, the various rig equipment and to query employees about their individual jobs.

New Engineering Office Completed

Construction of the new Marine Engineering offices was completed during the month of September. The engineering division has moved their operations over to the new office and will be operating from that space for the foreseeable future. The division’s new location is steps away from GMATS main offices.

 

Transportation, Logistics, and Maritime Business Division

GMATS Establishes Partnership with United Nations Training Group

The Division has agreed to provide maritime and transportation education programs including faculty in partnership with the United Nations Conference on Trade and Development (UNCTAD) to professionals from the Caribbean, Central, and South America regions. Through UNCTAD’s TRAINMAR program (Training Human Resources in Maritime Management) and its Americas Caribbean Network, GMATS/TRAINMAR will jointly offer workshops and seminars in seaport and terminal operations; supply chain management and logistics; intermodal freight transportation; vessel chartering and brokerage. Programs will be offered at various sites around the Caribbean basin.

Staff Attends NCSC Annual Conference Committee Meeting and Roundtable

The Maritime Business Program Manager attended the National Cargo Security Council’s (NCSC) Annual Conference Committee’s planning meeting and roundtable discussion session held in Philadelphia PA. NCSC and GMATS jointly offer the very successful 4-day Cargo Security Management course offered biannually at the Academy.

Maritime Security Training Programs

To compliment the GMATS/NCSC Cargo Security Management course and building upon existing course modules which address aspects of shipboard and port security, the Division has developed two stand-alone maritime security programs. The premier program is a two-week course, Marine Terminal and Seaport Security, designed for public- and private-sector personnel engaged in all areas of security planning, technology implementation, operations, and management in the marine terminal and port environment. The second course focuses on underway and in-port shipboard security operations and force protection.

Third Vessel Chartering and Brokerage Course Set for MSC

The Division plans to conduct the third in a series of on-site programs focusing on the fundamentals of ship chartering and brokerage for the Military Sealift Command (MSC). The three-day program is scheduled to be held at the Washington Navy Yard in Washington DC for Spring 2002.

GMATS Develops Custom Program for Teekay Shipping

Teekay Shipping Corporation recently approached GMATS to develop a custom training program for their chartering/operations personnel. The four-day intensive workshop will be held on-site at Teekay’s offices in Vancouver, Canada. Teekay Shipping, a recognized leader in the oil transportation industry, owns and operates one of the world’s largest fleet of oil tankers.
