Captain Chris McMahon, GMATS Director, continues to serve as Special Assistant (for Maritime and Surface Transportation Security) to the Secretary of Transportation. Captain McMahon works at GMATS on weekends and communicates with staff daily.
CDR John Hanus, GMATS Associate Director, continues on active-duty with the Navy but he is able to perform limited GMATS duties by Internet and phone.

Elicits Support for Port and Maritime Security Bill through National Cargo
Security Council
This past summer, Joe Baker, '47, who manages the National Cargo Security Council, brought together a number of logistics associations in Washington D.C., the Coalition for Cargo Security and Law Enforcement, for a meeting with former Congresswoman Helen Bentley.
The purpose of the meeting with Mrs. Bentley, a long-time friend of the Merchant Marine and of the Academy, was to discuss the pending Port Security Bill authored by Senator Hollings (S1214). As a long time education and training partner of GMATS, the NCSC leadership and Mrs. Bentley strongly endorsed the proposal for GMATS to augment its already successful maritime security training programs in support of the training requirements that are part of S1214.
USMMA & GMATS Instructor, Professor Mark Huber, Publishes the 4th Edition of Tanker Operations: A Handbook for the Person-In-Charge

GMATS Instructor and USMMA Professor, Mark Huber has recently authored the fourth edition of Tanker Operations: A Handbook for the Person-In-Charge (PIC). The book, published by Cornell Maritime Press, Centreville, MD, was written as a textbook for maritime schools and individuals pursuing a tankerman endorsement. Available since September 2001, Professor Huber's book is widely available through many retail booksellers, nautical supply houses and on the Internet. New sections for the fourth edition address the modifications of rules governing personnel serving on tank vessels and include inspection procedures for chartering, cargo pump troubleshooting, and details concerning the role of the tankerman from a commercial perspective in the transportation industry.
Professor Huber is a graduate of the State University of New York, Maritime College at Fort Schuyler and holds a master's degree in environmental studies from Long Island University. He has worked extensively in the tanker industry in a seagoing capacity with Gulf Oil Corporation, Military Sealift Command, and Keystone Shipping Company, as well as a consultant to tanker companies and legal firms. Currently, Huber serves in two capacities at the United States Merchant Marine Academy. He has been a professor in the Department of Marine Transportation for twenty-two (22) years and an Instructor for GMATS for ten (10) years.

GMATS Develops New Office Focused on Conferences and Leadership Programs
As of mid-February, GMATS is proud to announce its new venture, an office
dedicated to on- and off-site conferences and leadership programs.
One goal of this office is to develop, produce and administer several
industry-focused conferences both in New York City and at Kings Point each
year. Another goal is to develop and produce leadership programs/retreats
that fulfill specific client-driven leadership training requirements. The
hope is that, ultimately, this office grows into a fourth division for
GMATS.
Jennifer Spiegel, former Program and Events Coordinator for the
Division of Transportation, Logistics, and Management, has been named as
Manager of Conferences and Leadership Programs. Through this endeavor,
GMATS hopes to offer greater services to the government and military, as
well as to corporate America and the transportation industry.

Division Continues Work with US Navy Surface Warfare School and CNET on Navigation Course
GMATS continues to work with US Navy Surface Warfare School (SWOS) and CNET toward the development of a "Navigation, Shiphandling, and Seamanship" course. In January, GMATS hosted a meeting of interested parties at the U.S. Merchant Marine Academy to further discuss requirements to be considered during course development. This movement is a direct result of a visit by the Navigator of the Navy, RADM West, USN. GMATS is pleased to be working with the US Navy on this subject.
Staff Attends Ship Operator's Cooperative Program in Seattle
The Division Manager attended the Ship Operations Cooperative Program (SOCP), held at NOAA's Pacific Headquarters, in Seattle. SOCP is a combined effort of Maritime Industry Personnel, Union Schools, Maritime Colleges, and the USCG for safe and efficient vessel operations.
Staff Briefs USNR Readiness Commands in Newport, RI and San Diego, CA
The Division Manager traveled to Newport, RI and San Diego, CA and met with the respective Training Officers of the USNR Regional Readiness Commands (REDCOMS). Topics that were discussed included annual training opportunities for USNR personnel and the development of enlisted rate training courses.
Division Continues Its Development of USNR Enlisted Rate Training Courses
The Division continues to work with Commander, Naval Reserve Force (COMNAVRESFOR) and Commander, Naval Education and Training (CNET) in the development of new enlisted rate training courses. These new courses will be specific for new accessions into the Naval Reserve, and will resemble Active Duty Naval "A - Schools." There was an article done on this topic in the January 28th edition of The Navy Times.

Division Acquires New Welding Equipment
GMATS purchased several welding jackets, safety glasses and welding gloves for the welding laboratory. GMATS will be submitting for American Welding Society (AWS) approval to become a certified welding institute sometime in March. There are future plans to purchase additional welding machines, supplies and equipment.
GMATS to Host Conference for MAN B&W Diesel
GMATS and MAN B&W entered into an agreement to host several one-week conferences that are scheduled for the fall.
Division Adds Seven (7) New Navy Rate Training Classes
Marine Engineering now offers 2 week Enlisted Rate Training for the following rates:
Machinery Repairman (MR), Electricians Mate (EM), Machinist Mate (MM), Engineman (EN), Electronics Technician (ET), Hull Technician (HT) and Steelworker (SW).

Division Continues Work with Brookhaven National Laboratories on "White Papers"
The Staff continues to meet and consult with staff members of Brookhaven National Laboratories on basic intermodalism. These meeting will to assist Brookhaven in the preparation of the white paper on risk assessment of possible terrorism tactics using of marine equipment. Use of GMATS training and facilities described as a "must" with initial reports. Also presently incorporated in this report are theoretical suggestions for security solutions, such as floating offshore dock. At present, a "Lessons Learned" joint GMATS/Brookhaven Labs seminar is under discussion. It is projected that this two-day event will take place by mid March and will be attended by up to one hundred members of the Department of Energy. The seminar will possibly include a waterborne tour with underway lectures and visitations of vessels and marine facilities.

The division discussed the viability of integration of GMATS intermodal courses into the Joint Welfare Analysis Center's in-house programs. GMATS members deemed the meetings positive and course materials under review by JWAC Group.

Members of the Division attended the regularly held roundtable meeting of National Cargo Security Council in Washington D.C. The NCSC membership agrees cargo theft remains a major problem, but poses a lower national priority than existing security situation.

The division is presently awaiting acceptance of new "off-site" Tanker Chartering Course with major U.S. West Coast tanker owner. The division predicts that success of this course will result in repeat offerings to both domestic and international oil houses and owners.
Division Continues Collaboration with American Institute of Marine Underwriters
(AIMU)
Members of the staff have discussed a joint effort to host an "Introduction to Yacht Insurance" course this June with AIMU. The division also hopes to collaborate with AIMU on a basic Marine Insurance Course in the fall.
