Mr. Jay C. Velis, the first-ever Sexual Assault Response Coordinator at the United States Merchant Marine Academy arrived on 22 April 2012.
Mr. Velis retired after a very rewarding 20-year Army career. Throughout his career he was charged with leading and mentoring young men and women in the Transportation Corps. He was assigned to various posts throughout the world to include South Korea, Germany, Texas and deployments to Operation Desert Shield/Storm and Operation Iraqi Freedom.
Mr. Velis joined the federal service in 2005 as the Sexual Assault Response Coordinator in Grafenwoehr Germany. He was instrumental in implementing the newly created Sexual Assault Prevention and Response Program at the Army’s largest training area in Germany. Program coverage included approximately 8,000 Soldiers, 10,000 family members, and 2,000 employees.
Mr. Velis has extensive training on sexual assault prevention and related topics to include domestic violence prevention and rape crisis center training. Mr. Velis has completed several leadership courses and various program management courses. Mr. Velis has also received various civilian awards for his exceptional service and accomplishments.
Mr. Velis’ last assignment was as the Exceptional Family Member Program (EFMP) Manager at Grafenwoehr Germany. Since 2008, Mr. Velis was charged with the direct coordination of special needs services for family members. Duties included advocating for children at local schools, advocating for families with commands, housing accommodations, and an overall advocacy system to enhance the Family Quality of Life.
Mr. Velis graduated with a Master of Human Relations from the University of Oklahoma, and Bachelors in Business and Management from the University of Maryland.
Mr. Velis and his wife have three teenagers. Mr. Velis resides on campus.
